How Prop 13 affects your bill
Assessed value is locked at purchase price
When you buy a property, the Assessor sets the assessed value to the purchase price. This becomes your Prop 13 base year value — the starting point for all future tax calculations.
2% maximum annual increase
Each year, your assessed value can increase by no more than 2%, regardless of how fast market values rise. A home bought for $800,000 in 2015 would have an assessed value of about $990,000 in 2026 — even if it's worth $1.5 million on the market.
Supplemental bills after purchase
When a property changes hands, the Assessor reassesses it to the new sale price. The difference between the old and new assessment — prorated for the remaining fiscal year — is billed as a supplemental tax. New buyers should budget for 1-2 supplemental bills in the first year.
Decline-in-value reductions
If market value drops below your assessed value (common during downturns), you can request a Prop 8 temporary reduction. The value is restored once the market recovers. File during the assessment appeal window: July 2 through November 30.
Parent-child and grandparent-grandchild exclusions
Certain transfers between parents and children (or grandparents and grandchildren) can preserve the existing assessed value, avoiding reassessment. Proposition 19 (2021) narrowed this exclusion — it now only applies to primary residences (with a $1M adjusted value cap) and family farms.
