Background
History
The site houses the former South Bay Hospital (built 1960). In 2017, BCHD proposed a $600M+ campus with 400+ senior living units. By 2019, it was scaled to a $374M design by Paul Murdoch (Flight 93 Memorial architect). Groundbreaking never happened — financing fell through during COVID. Neighbor opposition further reduced the plan from 11 acres to 4.5 acres. A $30M bond was placed on the November 2024 ballot and failed.

Current Status
On May 17, 2026, BCHD broke ground on a 9,400 sq ft, $7M building for allcove Beach Cities — a Stanford-developed youth mental health peer mentoring program. Since opening in the old hospital's 4th floor in 2022, over 2,000 high school students have enrolled. The new building opens spring 2027. Sunrise Senior Living was selected to replace Silverado Senior Memory Care, drawing protests from local families because Sunrise doesn't serve the most acute memory care patients.
